National Council Responsibilities
This list represents a work in progress, as responsibilities will evolve over time with changing campaigns and organizational realities.
General
- A term on the NC lasts for one year. Reapplication is required for each new term. It is suggested that a member serve for no more than three consecutive terms.
- Participation on the NC requires a time commitment of at least 2-3 hours per week. This includes time spent on NC and NC Working Group calls as well as individual SEAC activities.
- Each semester, it is expected that all NC members participate in one anti-oppression reading discussion.
- The NC is responsible for short-term and long-term planning, providing vision, and making all decisions. The NC ensures that SEAC's decisions, plans, and vision are effective, democratic, transparent, and consistent with the organization's principles.
- The NC organizes around SEAC campaigns in their respective communities, regions, and networks and works with staff on specific projects such as conferences, actions, etc.
- The NC provides on-site leadership at SEAC events and actions; it is expected that NC members will attend relevant regional events and national events when possible (not including the two NC meetings, which are mandatory).
- The NC makes decisions regarding other aspects of SEAC's program including but not limited to climate change, climate justice, environmental justice, social and global justice, and solidarity work.
Communication
- The NC facilitates communication within and among the SEAC network and allies, as well as pursues new relationships and alliances.
- The NC communicates through an email list and bi-monthly conference calls, as well as two annual face-to-face meetings a year.
- It is expected that NC members be on at least 75% of all NC Calls (that is, 18 out of 24 yearly calls). NC Members may be removed if they miss more than 3 NC calls in a row.
- There are two annual face-to-face meetings, one in January and one in July. Attendance at these meetings is mandatory for NC members.
- NC members are expected to have a check-in with the NC Coordinator at least once a month.
Working Groups
- There are five SEAC working groups: fundraising, materials, communications, anti-oppression, and events. NC members are expected to actively participate in at least one working group.
- The fundraising working-group creates and maintains SEAC's budget, makes small budgetary decisions, leads grant-writing, and coordinates fundraising drives.
- The materials working-group is responsible for creating/updating SEAC organizing materials (guides, brochures, t-shirts, buttons, etc.).
- The communications working-group is responsible for developing SEAC's communications strategy, maintaing the listservs, updating the website, and sending announcements via email and other networking tools.
- The collective liberation working group supports SEAC's NC and general membership to recognize and overcome oppressive behavior and structural oppression through coordinating discussions, planning reading groups, and facilitating anti-oppression trainings at all SEAC events.
- The events working group is an ad hoc working group responsible for planning the two annual NC meetings, SEAC's Headwaters training camp, and other relevant events.
Fundraising
- The entire NC participates in fundraising by developing broad strategies and promoting the sustainer program.
- NC members raise $350-700 each throughout the course of their one-year term through a variety of means including local fundraising events and SEAC fundraising drives (organized by fundraising working group).
Personnel
- Staff regularly communicates with NC members via email, conference calls, individual telephone calls, and face-to-face meetings.
- The NC works with Staff to select SEAC staff, interns, and volunteers as needed.
- The NC provides long-term direction and accountability for staff including: hiring, firing, and disciplinary action; setting staff wages, salaries, and benefits; negotiating staff labor disputes and implementing SEAC policy in this regard; and other issues that arise relating to staff oversight.
Organization
- NC members commit to a one-year term; to ensure continuity, institutional memory, and frequent introduction of new perspectives and ideas, NC terms are staggered by six months.
- Every six months, the current NC selects new members based upon the pool of submitted applicants. Applications will be made available on the SEAC website, email lists, and at appropriate events.
- The size of the NC may vary depending on the judgment of NC members and staff.
- The NC is comprised of at least 20% (will strive for 50%) people of color and 50% women, with an additional focus on diversity in terms of class, sexual orientation, age, geography, campus- and community-based organizing, and experience.
- To promote continuity and institutional memory, NC members may maintain their position for a suggested maximum of three terms.
- All NC members are expected to participate actively throughout their term. In the event of a long-term absence or departure, the NC member must inform the National Council.
